Try to keep your fuchsias as close to freezing point as possible - but not freezing, please. Some my take that too, but be careful. The colder the storing place the darker it can be. Down around 32-35 F no light is needed. The fuchsias should "fall asleep" and no new growth will appear. Keep the soil just barely moist but under no circumstances wet. Expect half the root ball to dry out along the edges of the pot. Remove that dry soil in spring and replace with fresh soil.
If you have a greenhouse or similar, heated to at least 40 F ( +6 C), you can have flowering fuchsias all year round, more or less.
Don't ever feed the plants during winter rest.

Winter careI would say fuchsias are not tender plants. They love cool but not below freezing point, both in summer and winter. Sounds like the dining room is too warm for winter care. I cut mine back severely , at least 2/3 away off the plant and NO green twigs or leaves are left on the plant. I then put them, stark naked, in my summer house and try to keep temperatures as low as possible but not freezing, 35F (+2-3 C) is perfect, hardly any water but not drying out. They are brought out in April-May, in and out, in and out, for a couple of weeks. Replanted and they start blooming in June and continue till frost kills off the flowers and foliage. Then they are cut back again and so on...
KennethA good place to keep/store your fuchsia during winter is a place where you can store POTATOES all winter through, without them shrivelling, sprouting or freezing.
